Bringing People Together

Challenges in our city are opportunities for us. I believe it is important to establish an open door policy that will encourage citizens to speak and be heard. A city that encourages engagement strengthens trust between the citizens and their city. It is essential that we bring all parties to the table for discussion and exchange of ideas. In order to create this openness and broad participation that will allow us to come together for the city of Norfolk, as mayor I will:


  • Encourage and support elected officials in the representation of their constituents

    • Publicize and celebrate success in our city, organizations and businesses through the media, the city website, and other forms of recognition.
    • Build pride in our community through showcasing the wonderful things Norfolk has to offer.
    • Invite all interested parties to join in discussions and to have a role in community projects and initiatives.

  • Create a climate of openness and respect

    • Review and revise the City of Norfolk website to make it a user friendly site that provides timely information to citizens about local issues, projects, and opportunities.
    • Evaluate the process for allowing citizen participation on the issues. Determine how to improve the awareness and participation of citizens in Finance and Council meetings.
    • Promote city issues, projects and opportunities and provide a mechanism for citizen input, such as an open house or neighborhood forum meeting.

  • Improve communication and flow of information between elected officials, city staff and citizens to encourage discussion and exchange of ideas.

    • Require leadership and customer service training for city staff and all elected and appointed officials.
    • Facilitate effective and open communication at all meetings and community interactions to allow everyone's voice to be heard in a positive and professional manner.

  • Promote community ownership throughout the city

    • Create an orientation program for newly elected city council members to assist them in their new role.
    • Develop and host leadership training for city council representatives.
    • In conjunction with city council, determine how citizen representation can be improved and work toward that goal.
